International architecture practices win competitions and commissions in Hungary – then face a wall of local statutory obligations. Every building permit requires a Hungarian chamber-registered architect and engineer to sign and seal the documentation. Project execution requires a construction manager who can hold design intent through a Hungarian tendering and contracting process. And since September 2024, BIM is mandatory for all qualifying state projects. BuildEXT bridges all three gaps under one roof.

Signing authority – a legal requirement, not a formality
In Hungary, permit design and construction design documentation must be sealed by architects and engineers registered with Magyar Építész Kamara and Magyar Mérnöki Kamara. The international design office’s drawings cannot go to the building authority without a licensed local signatory. BuildEXT provides this in-house across all disciplines.

Design supervision on site
Hungarian law requires the design architect to provide design supervision throughout construction. This is a statutory role with legal accountability – not optional project management. BuildEXT’s architects are embedded in your design process from the start, so they can credibly hold your intent through construction.

BIM mandatory since September 2024
The 31/2024. ÉKM decree mandates BIM for all qualifying state construction projects – with EIR, pre-BEP, BEP and CDE obligations active from design procurement. BuildEXT is fully aligned with every clause and can manage the information environment across the international design team.

Construction manager & technical inspector capacity
Successful project delivery in Hungary requires not only a qualified construction manager to coordinate works on site, but also a licensed technical inspector to verify contractual and statutory compliance. BuildEXT provides both roles – bridging the international design intent with on-the-ground Hungarian procurement and site management practice.

Continuity from tender to handover
Many practices engage a separate local firm for permit drawings only, creating a split between design intent and execution reality. BuildEXT’s model is different: we enter at tender stage, align with your design language, and carry that alignment through permit, construction supervision and FM handover.

ROLE 01
Local design architect
We translate the international practice’s concept and scheme design into Hungarian permit-compliant documentation, signed and sealed by our registered architects. We manage all authority submissions, neighbour consultations and building permit proceedings – speaking fluent Hungarian regulatory language while protecting your design.
ROLE 02
Construction manager & design supervisor
We provide the statutory design supervision role throughout construction – attending site, reviewing contractor proposals, approving material substitutions, and resolving RFIs against the original design intent. This is not generic construction management: it is design-literate supervision by the architects who produced the permit drawings.
ROLE 03
Technical inspector
We provide a licensed technical inspector to verify contractor compliance with the construction contract, approved drawings and Hungarian building regulations throughout the execution phase – protecting the client’s interests, ensuring quality standards are met and providing the independent oversight required for statutory completion sign-off.

BIM information manager
We manage the BIM information environment for the entire project – authoring the EIR, running the CDE, coordinating the federated model across the international design team and local engineers, and delivering IFC/BCF-format milestones as required by 31/2024. ÉKM. One information manager for the whole information chain.
ROLE 05
MEP engineering integration
We provide mechanical, electrical and plumbing engineering – fully BIM-coordinated and signed by registered Hungarian engineers. We integrate MEP into the international practice’s architectural model so the federated BIM remains coherent rather than fragmented across separately-contracted local sub-consultants.
ROLE 06
FM-ready BIM handover
We structure the as-built BIM model for facility management handover – with COBie/IFC datasets aligned with the client’s OIR and compliant with the 27/2025. ÉKM FM obligations. The digital twin survives construction and becomes a live operational asset for the building owner.

In Hungary, permit documentation must be sealed by registered chamber members. BuildEXT holds registered chamber membership and signature rights across all design disciplines in-house – so the firm designing your building is also the firm signing the permit, with no split in legal accountability.
Architectural design – Magyar Építész Kamara
Registered architects with full signing rights for permit-bearing architectural documentation. Provides the legal basis for design supervision and construction management on site.
MEP engineering – Magyar Mérnöki Kamara
Registered mechanical, electrical and plumbing engineers with signing rights for HVAC, heating, ventilation, fire protection, power distribution, LV systems and all building services documentation. All MEP disciplines covered under a single in-house team.
Technical inspector – Magyar Mérnöki Kamara
Licensed technical inspectors with signing rights to verify contractor compliance and provide the independent statutory inspection required for building completion certificates.
Why the signing split matters for international practices
Many international architecture practices work with a separate local firm for permit signing only – engaging them purely to provide the required stamp. This creates a structural problem: the local firm has no investment in the design, no understanding of its intent, and no authority to represent it to contractors. When the construction process generates RFIs, substitution proposals or value-engineering requests, there is no one with both design knowledge and statutory standing to defend the quality level the international practice intended.
BuildEXT enters the project as a design partner, not a stamp provider. Our registered architects and engineers understand what the concept requires before they sign the permit documentation – which means they can hold that understanding through design supervision, technical inspection, contractor queries and on-site decisions in the way that an arms-length signatory cannot.
