Preparing design documentation for contractor tendering
Tender preparation develops the concept and permitting design into a technical, quantitative, commercial and contractual information package that enables multiple contractors to price the same scope on comparable terms and with clearly defined risk allocation.
Is the complete design genuinely clash-free, or do the individual discipline designs only appear coordinated when reviewed separately?
Does the specified technical solution actually offer the best value for the project?
Is the bill of quantities based on the final coordinated design, or was it extracted from an earlier version that has since changed?
Have missing or conflicting technical information – such as inconsistent levels or missing MEP penetrations – been identified before the tender is issued?

Tender preparation consists of two complementary services that can also be commissioned separately: preparing the design documentation for tendering, and supporting the contractor selection process.

Reviewing, developing and coordinating the existing design documentation to the level of detail required for contractors to prepare reliable and comparable bids.

Contractor Tendering Support
Technical and project management support throughout the tender process, from establishing the bidder list through to contractor selection.
Bidder list and contractor prequalification – identifying and initially assessing contractors suited to the technical scope and scale of the project
Tender issue and communication management – issuing the tender documentation, managing deadlines and coordinating communication with bidders
Contractor queries and tender clarifications – coordinating incoming queries and issuing the required technical responses and documentation updates

When is dedicated tender preparation recommended?
The main risks in a construction tender typically arise from incomplete or ambiguous technical information, issues clarified too late in the process, and bids that cannot be compared on an equivalent basis. Tender preparation identifies these issues early, resolves the necessary technical questions and establishes consistent conditions for bidding.

Development in an Existing Operational Environment
In an operating industrial or technological environment, the construction scope must be defined in relation to existing buildings, MEP and electrical systems, utilities and ongoing operations.
The tender documentation therefore needs to accurately record the existing conditions, connection points and operational constraints affecting construction.

Project Divided into Multiple Construction Packages
If structural works, façades, MEP, electrical systems or other work packages are tendered to separate contractors, the boundaries of each contractor’s scope must be clearly defined.
Particular attention is required at interfaces where the work of two or more contractors directly connects.

Technically Complex Facility
For industrial buildings, laboratories, cleanrooms, data centres and other technology-intensive facilities, building and process requirements must be defined and coordinated together.
In addition to geometry, the tender documentation should therefore specify relevant capacities, performance requirements, operating conditions, access requirements and maintenance criteria.

Multi-Phase Site Development
For developments involving multiple buildings or project phases, the current construction scope should be planned with future development stages in mind.
Proper preparation of utilities, roads, infrastructure and connection points can reduce the need to modify recently completed systems when subsequent phases are implemented.

Drawings, models, documents, queries and revisions are managed within a structured project environment. Tender documentation and technical information generated during the tender can therefore remain within the same version-controlled system as the rest of the project documentation.

In Hungary, tender preparation and contractor selection are typically handled by two different types of service providers. BuildEXT offers a third, integrated approach.
INDEPENDENT CONSULTANCY
Standalone Tender Preparation
The consultant works from design documentation prepared by others. If the underlying design is incomplete or insufficiently coordinated, these issues carry through into the tender documentation. The consultant can structure the tender package but has limited influence over the underlying design content.
PROJECT MANAGEMENT / DELIVERY CONSULTANCY
Commercial and Procurement Focus
Large international project management consultancies typically have strong procurement and tender management capabilities, while the underlying technical design is delivered by a separate design team. Maintaining continuity of information between the two therefore depends on how effectively the process is coordinated.

Tender Documentation Developed from the Design
The tender documentation is prepared by the same multidisciplinary team that coordinates and reviews the design, within the same common data environment. Tender preparation therefore becomes a continuation of the design process, complemented by project management support throughout contractor selection.
